I have a 2003 Eagle Cap 800 Lite truck camper that has evidently had an undetected roof leak for some time. As a result the rear driver side tie down bracket that is bolted to the plywood under the propane tank storage compartment needs replacing. There is likely other damage that needs addressing as well. Does anyone out there know where I can get information on the construction process or construction schematics or diagrams so I can learn how to start this repair?
Thank you.

Thanks for taking time to join David. To my knowledge Eagle Cap never produced a construction schematic for any of the Eagle cap models back then.
In fact, Eagle Cap introduced so many innovations so quickly that they would make changes within a production model year.
I traded in the problematic 2014 Lance for an 1150 Arctic Fox - wish EC made the 1150.
The rig looks similar to this - nothing exceeds factory weight limits.

Can't assist with the schematic, but our 2004-05/850 had much the same problem (there's a thread about it here somewhere) and the repair was....extensive. $12K CDN or so as, in our case, they had to remove the entire slide to repace the substructure, than added in some metal bracing to protect the new structure. Oddly, Eagle Caps were built with OSB which, when wet, is basically cardboard. Mine now has proper plywood in place. Good luck to you and I hope your damage is not as extensive as mine was. Great camper, but I'm now wondering if it was wise to re-up the cash into it.
And yes, the tie-down bracked was essentially doing very little as it was mounted to the OSB.
